Silver Generation Office
Headed by Sng Hock Lin, Chief
The Silver Generation Office is the national agency that actively outreaches to and engages Singaporean seniors to share with them government schemes and policies. For 2019 and 2020, SGO is engaging seniors on the Merdeka Generation Package. Through the Community Networks for Seniors initiative, SGO also supports seniors to live in the community by encouraging them to participate in active ageing programmes, linking lonely seniors with befrienders, as well as providing vulnerable seniors with care and support services. SGO was formerly known as the Pioneer Generation Office and merged with AIC in 2018.
Care Integration and Operations Division
Headed by Dr Wong Loong Mun, Chief
The Care Integration and Operations Division manages all client referrals to the appropriate eldercare services and works with partners to ensure a smooth and seamless transition of care for clients. The division also administers funding schemes supporting care transitions. Touchpoints like the AIC Hotline and AIC Links provide easy access to clients and caregivers who require information and assistance to obtain schemes and services.
Customer Experience Department

The Customer Experience Department monitors AIC’s quality of service through regular review of satisfaction and service levels at various AIC touchpoints. The department identifies areas for improvement and implements service quality programmes to ensure that AIC continues to meet the needs and expectations of our clients and caregivers.
Central Planning Operations Department

The Central Planning Operations Department plans and coordinates the operations for clients outreach and engagement, and identifies the needs of clients and caregivers to improve our services.

Sector and Partnerships Division

The Sector and Partnerships Division engages and develops partnerships to build a vibrant Care Community. It supports Community Care providers to expand services and service offerings and build new capabilities and engages like-minded public, people and private sectors to develop the Community Care landscape. The team also supports the growth and enablement of the Community Care sector, by driving sector development strategy and funding design for the Tote Board Community Healthcare Fund and Community Silver Trust.
Regional Development
Regional Development Division

The Regional Development Division is responsible for driving AIC’s focus on driving regionalisation and locationalisation, strengthening our partnerships and collaboration, and facilitating care integration at the local and regional levels. The Division will coordinate our efforts under HealthierSG and lead AIC’s partnerships with the three Regional Health Systems.
Sector Development
Healthy Ageing Department
Headed by Heidi Rafman, Chief
The Healthy Ageing Department curates and develops active ageing activities for seniors in the community and in community care facilities. In collaboration with partners, it aims to provide comprehensive programmes (e.g., health and lifestyle, mental and social) for all seniors to enable them to better care for their health and engage in meaningful activities to enhance their wellbeing.
Caregiving and Community Mental Health Division
Headed by See Yen Theng, Deputy Chief
The Caregiving and Community Mental Health Division oversees the planning and development of support services for seniors and their caregivers, that enable seniors to age in the community. It also works with partners to strengthen and build up the range of community mental health support mechanisms and services to enable person-centred integrated care to be delivered in the community and provide support for clients and their family members.
Primary and Community Care Development Division

The Primary and Community Care Development Division works closely with government agencies and providers to develop primary and Community Care services, including day care, home care, nursing home, and end-of-life care. It develops solutions/ strategies to bridge system-level gaps, bring about closer integration of health and social care services, strengthen care options, and promote advance care planning to enhance client choice and create more client-centric care. It also drives the implementation of standardised care assessment to improve quality of care.

Quality and Productivity Division
Headed by Heidi Rafman, Chief
The Quality and Productivity Division drives efforts to improve and uphold the quality of care and to promote a culture of continuous quality and productivity improvement in the Community Care sector. The Division builds sectoral capability in Quality Improvement and advances the quality of Community Care through partnering care providers in various initiatives e.g. process improvement and re-design for productivity, service quality, meeting enhanced quality standards, and benchmarking for improvement. We also support the sector in emergency preparedness, shared procurement and the administration of the Healthcare Productivity Fund.
Manpower and Talent Division

The Manpower and Talent Division aims to develop a pipeline of manpower and talent with a stronger local core to support the growth of the Community Care sector. The division aims to raise the competency level of the workforce with career development opportunities and training pathways through manpower development awards, and professional and traineeship programmes. The division also aims to develop and groom talent and build a healthy pipeline of successors and leaders for the Community Care sector through scholarships and talent & leadership development programmes.
IT, Innovation and Digitalisation Division
Headed by Edwin Chew, Chief Digital Strategy Officer
The IT, Innovation and Digitalisation Division enables AIC and its primary care and Community Care partners to use the efficiency and analytical capabilities of Information Technology to achieve their strategic goals and to operate as effectively as possible. It also manages the development and implementation of IT systems in the Community Care sector. It enables nursing homes, home and centre-based service partners to adopt IT to enhance their operational effectiveness, contributing to better care for clients.
Grants Division

The Grants Division oversees and implements AIC’s policies and processes for grant management and disbursements. It also administers financial assistance schemes to help families defray the cost of caring for their frail seniors at home.
Integrated Strategy
Strategy, Research and Data Division

The Strategy, Research, and Data Division helps AIC achieve its vision and mission by driving long-term planning and developing organisation-wide strategies through the application of research and data. It aims to develop strong planning, research and evaluation, and data capabilities within AIC and strives to build research capability and facilitate research collaborations in the Community Care sector. The division also leads in the overall data governance within AIC and in facilitating secure data sharing with AIC’s partners. It also oversees performance management and work planning processes.
Corporate Development
Governance, Risk and Legal Department
Headed by Ong Yunn Shing, Chief
The Governance, Risk and Legal Department aims to strengthen AIC’s enterprise risk management capabilities by reviewing and prioritising AIC’s organisational risks and working with stakeholders to better manage the risks. This ensures that AIC is able to deliver our work effectively as a well-governed organisation that is compliant with internal processes and policies, stakeholder commitments, and laws and regulations. The department also provides legal and board secretariat support for the organisation.
Grant Policy and Management Department

The Grant Policy and Management Department (GPMD) acts as the second line of defence in ensuring robust grant governance in the administration of various grants and schemes by Divisions. It upholds the Grant Policy across all Divisions to ensure compliance and also partners Divisions to strengthen grant processes/capabilities.
Integrated Communications and Marketing Department

The Integrated Communications and Marketing Department provides support in media and public relations, marketing, corporate branding and internal communications. This also includes management of AIC’s digital and social media platforms.
Transformation Office

The Transformation Office aims to drive AIC’s transformation journey by bringing together our internal culture and engagement initiatives, and consolidating the internal business re-engineering and digitalisation efforts across the organisation.

The Finance and Procurement Division adds value across AIC through resource planning, equipping divisions with capability to procure and ensure financial prudence and governance in AIC.

The Human Resource Division seeks to position AIC as an employer of choice with progressive People Excellence practices and programmes. The Division supports AIC in its rewards and recognition policies, plays the role of business partner for Divisions, and partners AIC employees in talent and career development so that AIC can build up a future-ready workforce.

Silver Generation Office
The Silver Generation Office (SGO) is the outreach arm of the Agency for Integrated Care (AIC). Through our volunteers, the Silver Generation (SG) Ambassadors, we show care for our seniors by sharing government policies and schemes with seniors to help them with their ageing needs.
