The ​Interim Disability Assistance Programme for the Elderly (IDAPE) is an assistance scheme that was set up in 2002 for a small group of seniors who were not eligible for ElderShield at the time, because they were too old or had pre-existing disabilities. 

If these seniors develop severe disability, they can receive $150 or $250 monthly cash payout (depending on their financial circumstances) for up to 72 months. 

There is no restriction on how the payments should be used, as long as they are used for the care of the disabled IDAPE claimant. For example, the payments can offset:

  • ​Medical bills
  • ​Nursing costs
  • Hiring a foreign domestic worker (FDW) as a helper to care for the disabled IDAPE claimant

The senior may nominate themselves, a caregiver who is 21 years old and above, or a nursing home that the senior is residing in to receive the IDAPE payout.

Note: AIC will take about 1 month to process your application. We will inform you of the outcome in writing and successful applicants will receive grants in the following month, which may include payouts from the month the application was submitted if applicant meets all eligibility.


If you are applying for IDAPE, you must meet the following criteria:


​​​​1. Complete your Long Term Care Schemes Application Form
Complete the Long Term Care Schemes Application Form and go through the Terms and Conditions.
  • We recommend that you nominate the care recipient's bank account to receive the payout.
  • If the care recipient is residing in a nursing home, please approach the nursing home for assistance.

2. Please visit the MOH Household Check website if you need to update your household information, or if you have previously disallowed the access of your financial information for eligibility checks. 

3. Contact an MOH-accredited severe disability assessor for an assessment

The assessor will conduct the disability assessment and collect an assessment fee from you. If your care recipient is found to be severely disabled, the full assessment fee will be reimbursed to you.

If the care recipient is residing in a nursing home, the nursing home can help you to submit a Resident's Assessment Form (RAF) in place of the severe disability assessment.

​​4. Submit Your IDAPE Application Documents To AIC

Send the completed application and any additional documents (if required) to AIC at:

After your application submission

You will ve notified of the outcome of your application by AIC in writing.

If your care recipient is assessed to be severely disabled, AIC will reimburse the full assessment fees into the nominated bank account in the following month from the assessment date.

If your application is approved, AIC will deposit the payout into the nominated bank account in the following month from the application’s approval date. AIC will continue to deposit the payout by the 25th of every month as long as your care recipient remains eligible.

1. If your care recipient is already a recipient for IDAPE And would like to change their details, please download and submit this Change in Application Details Form and Mental Incapacity Certification (if recipient lacks mental capacity). 

2. If care recipient is already a recipient of IDAPE but wishes to opt out from receiving IDAPE payouts, please download and submit this form to AIC.
