Community Care Associate (CCA)
Through our study and external research, we identified areas where basic clinical and therapy care could be integrated, as highlighted in the boxes below. These, together with the existing HCA / NA tasks, were used to build the CCA role.
The role of the Community Care Associate (CCA) is to provide quality daily living care, in line with the sector’s aim to provide Singapore’s elderly with a dignified life. The CCA works together with Clinical and Therapy teams to promote the maintenance of elders’ independent living skills, through holistic care.
Senior Community Care Associate (SCCA)
In addition to the tasks of the CCA, the SCCA is required to complete more advanced clinical and rehabilitative tasks, as well as provide administrative and operational support to supervisors.
The role of the Senior Community Care Associate (SCCA) is to provide quality day-to-day living care for elders, to promote independent living skills. They also ensure the smooth implementation of new operational procedures.

Community Care Executive (CCE)
The CCE supervises and assures the quality of care provided by the Care Team through on-the-ground presence. The CCE is responsible for overseeing the team’s activities to ensure individual care goals are being met. They mainly:
- Supervise delivery of Activities of Daily Living (ADL) tasks by Care staff (e.g. S/CCAs) on a daily basis.
- Monitor overall senior wellbeing and site standards and escalate concerns.
- Use experience working with seniors to design site-specific programmes, and implement and evaluate all programmes at the site.
- Support the CCM on key activities such as incident reporting, audit preparation and budgeting.
- Use understanding of the site and care needs of elders to develop and manage the roster for Care staff.
- Build relationships with other teams on-site and at HQ, where applicable, to support volunteer management and training for Care staff.
Community Care Manager (CCM)
The CCM leads and manages the Care Team to provide quality care for their elders. The CCM is responsible for providing guidance, support, and direction to team members, fostering a positive and collaborative work environment, and ensuring the team’s performance and productivity. They also take on external-facing duties, such as managing the Next-of-Kin (NOK) and other external partners. They mainly:
- Oversee and assure the quality of care delivered by Care staff through daily on-the-ground presence.
- Use experience and expertise to input into the development and review of Individual Care Plans (ICP), and to complete elements of case management (such as Initial Assessment and Discharge at Senior Care Centres).
- Act as a key Point of Contact and manage engagement for Seniors, NOKs / Caregivers.
- Build relationships with other teams and collaborate on activities such as incident reporting.
- Manage site-wide admin and operations, including trialling of new equipment / tech.
- Take on responsibility for people management of Care Staff.
