As Singapore’s Community Care sector evolves, the need for skilled support care staff continues to grow. St Luke’s ElderCare (SLEC), as part of the Workforce Competencies Taskforce chaired by Agency for Integrated Care, plays a key role in shaping and supporting national accreditation efforts for Community Care Track.

In line with the Community Care Sector Job Redesign (JR) Project, SLEC has pioneered higher-value “Para-Care” roles through multi-skilling and cross-deployment across our Ang Mo Kio Senior Care Centre (SCC) and Nursing Home (NH). This initiative lengthens and broadens career pathways for support care staff, helping to attract, develop and retain local talent.

 

In time, this JR initiative aims to be scaled out across the sector, incorporating HR policy review, change management plan, job sizing, training on skills gap, and salary benchmarking. These efforts will support the implementation of newly redesigned para-care roles, which evolved into the establishment of the Community Care Associate (CCA) and Senior Community Care Associate (SCCA) roles, providing structured career progression for support care staff.

A New Professional Development Pathway

A major milestone was reached on 20 August 2024, when the Community Care Associate training roadmap was published on the Ministry of Health (MOH) website. This roadmap, developed in collaboration with MOH, AIC, and a dedicated workgroup comprising representatives from SLEC, HMI Institute of Health Sciences, Kwong Wai Shiu Hospital, and Ren Ci Hospital, defines a clear career progression for Community Care Associates and Senior Community Care Associates.

To support the professional growth of Senior Community Care Associates, SLEC has been appointed to conduct the WSQ Advanced Certificate in Healthcare (Community Care). The inaugural course will run from 24 February 2025 to 4 April 2025.
